Ebay/Paypal stimulate in corrupt transactions?

On September 16th 2010 I bought a battery (97euro) from a seller/shop. The ad mentioned that the battery was for a Vostro1220. The seller delivered me a wrong battery. I wrote him, and he told me that he would find a solution. We emailed for 2 months. Every time he told me not to worry. Sometimes he wrote me about refunding. Last week, I decided it was enough! After 3 months still no battery. I tried to report this at Ebay/Paypal but I had no possibility anymore because their "45 days" were over !!! I think these sellers know that the Ebay/Paypal system works like this, and are misusing it to sell non-existing products to buyers who are not aware of the 45-days "protection".
Ebay/Paypal leave the door open/promote for such criminal transactions.

Hallo, 1 keer het probleem hier plaatsen is voldoende.
Jammer dat je zo lang gewacht hebt om het probleem te melden bij eBay, 45 dagen is echt wel lang genoeg ! Je had dan je geld teruggekregen via de kopersbescherming van Paypal, je hebt je veel te lang aan het lijntje laten houden door die verkoper.
